Naturalisation

Naturalisation means you become a Dutch citizen. The IND website Link opent externe pagina explains when you can become a Dutch citizen, and which papers you need. You must apply for naturalisation with the municipality you live in.

First take the exam

Do you want to become a Dutch citizen? Then you must first pass the integration exam. This will be taken at A2 level. Or the Staatsexamen Nt2 (Dutch as a Second Language state exam - page in Dutch at B1 level.

Naturalisation abroad

Do you want to obtain Dutch citizenship but do you live outside the Netherlands? You can apply for naturalisation with a Dutch embassy or consulate. You need to pass these exams:

  • Reading
  • Writing
  • Speaking
  • Listening
  • Knowledge of Dutch Society

Naturalisation from abroad, exams in the Netherlands

Are you living outside the Netherlands? But do you still want to take the integration exam in the Netherlands in order to naturalise? You need to pass these exams:

  • Reading
  • Writing
  • Speaking
  • Listening
  • Knowledge of Dutch Society
  • Orientation on the Dutch labour market (ONA)

Once you have obtained your integration diploma, take it to the embassy or consulate in your country of residence.

Exam too difficult

What if you really aren’t able to pass the integration exams? And you still want to apply for Dutch citizenship? You then need an advice from DUO. This advice is called the 'advies aantoonbaar geleverde inspanningen' (advisory statement on demonstrable effort). You can only apply for this advice if you are living in the Netherlands.

Conditions

Have you taken an integration course? Then you must meet these 3 conditions:

  • You have attended at least 600 hours of a course. You can combine hours of an integration course and hours of a Dutch as a Second Language (Nt2) course.
  • Your school is listed on zoekinburgerschool.nl Link opent externe pagina .
  • You tried to pass all exams at least 3 times. No more than 2 of these attempts can be for the Nt2-exam.

Have you taken a literacy course ? Then you must meet these 3 conditions:

  • You have attended at least 600 hours of a course. At least 300 hours need to be a literacy course. The rest can be an integration course, but only if you started the literacy course before the integration course.
  • Your school is listed on zoekinburgerschool.nl Link opent externe pagina .
  • You must show what you have learned by taking a test at DUO. This test costs €150. DUO will send you a bill for the test. After you have paid the bill, DUO will send you an invitation for the test.

Have you already passed one or more integration exams? Then you might not get a positive advice.

Apply for advice

Please use the ‘Advies aantoonbaar geleverde inspanningen’ form to apply for an advice. The advice will be sent to your home address. Did you get a positive advise? Then send it to your municipality, along with your application for your naturalisation.

School does not exist any more

Doesn’t the school exist any more? Send DUO all documents you have to show that you participated in the course. For instance the contract, invoices or proof of attended hours.
