Notice of objection

Have you received a letter from DUO stating a decision? And do you disagree with our decision? Please call DUO first. We might be able to help you. The phone number is 050 599 96 00.

Submitting a notice of objection

If we are unable to help you, then you can send us a letter or a form. Please state your reasons for disagreeing with our decision. This is called a notice of objection. Please choose the reason for your notice of objection:

Disagree with your fine

Have you received a fine? This is how you can submit a notice of objection:

  1. Fill in the ‘Bezwaarschrift boete’ form. Write your reasons for objecting to the fine.

  2. Please include your signature on the notice of objection. Is someone else sending the objection on your behalf? Please fill in the ‘Machtiging’ form and enclose it with the notice of objection.

  3. Do you still need to inform us of how many course hours you have completed? Please ask your school to fill in the ‘Verklaring deelname cursus’ form and enclose it with your notice of objection.

  4. Have you been ill for at least 3 months? Or has someone in your family been ill? Please fill in the ‘Machtiging voor opvragen gezondheidsgegevens’ form and enclose it with the notice of objection.

  5. Please write ‘Notice of Objection’ on the envelope and send everything in 1 envelope to:

Request for exemption ONA denied

Did you apply for an exemption for the Orientation on the Dutch labour market (ONA) exam? But has your request been denied? This is how you can submit a notice of objection:

  1. Fill in the ‘Bezwaarschrift ONA’ form. Write your reasons for objecting to the rejection.

  2. Please include your signature on the notice of objection. Is someone else sending the objection on your behalf? Please fill in the ‘Machtiging’ form and enclose it with the notice of objection.

  3. You must be able to show that you have been working in the Netherlands for 6 out of the last 12 months. You must have been on the payroll for a minimum of 48 hours per month. Please collect copies of the following documents and enclose them with your notice of objection:
    • your employment contract(s)
    • payslips that show DUO that you have worked enough hours
    • bank statements that prove that you have received a salary
  4. Please write ‘Notice of Objection’ on the envelope and send everything in 1 envelope to:

Notice of objection for other reasons

Do you disagree with another decision by DUO? This is how you can submit a notice of objection:



  1. Fill in the ‘Bezwaarschrift’ form. Write why you disagree with the decision.

  3. Do you have any papers that prove to DUO why our decision is wrong? Please enclose them with the notice of objection.
  4. Please write ‘Notice of Objection’ on the envelope and send everything in 1 envelope to:

Please send your notice of objection in time

You must object within 6 weeks after the decision. This is the objection period.

What happens next

  • You will receive a letter from DUO that your notice of objection has been received.
  • DUO has 6 weeks after the objection period to make a decision. This term can be extended once by 6 weeks. The term can be extended further if we are waiting for the reason (‘motivation’) of the notice of objection.
  • Do you disagree with the decision on your notice of objection? Then you may lodge an appeal. The decision explains how appeals work.
