Took enough lessons and exams

Are you required to integrate under the 2021 civic integration act? Then this page is not for you. If you cannot do what your PIP says, contact the municipality.

Did you attend many hours of a course? And you still cannot pass the exams? Then perhaps you do not have to take any more exams. This is called 'ontheffing wegens aantoonbaar geleverde inspanningen' (dispensation because of demonstrable effort) or AGI.

You have done a course at level A2 (Dutch as a second language)

Conditions if you have done an integration course

  • You are required to integrate under the 2013 civic integration act ('Wet inburgering 2013').
  • Your  integration period  started at least 2.5 years ago.
  • You have attended at least 600 hours of a course.
    • You can combine hours of a course at level A2 (Dutch as a second language) and hours of a course at level B1 or B2 (Dutch as a second language) .
    • If you have done at least 200 hours of a course at level A2 (Dutch as a second language) and the rest literacy course, you can combine these hours as well.
    • Only hours attended at school count, not hours you followed online.
  • Your school was listed on the website zoekinburgerschool.nl Link opent externe pagina  when you started the course.
  • You have taken all exams at least 3 times. No more than 2 of these attempts can be at the course at level B1 or B2 (Dutch as a second language).

Apply

  1. Check in Mijn Inburgering if at least 600 hours of a course have been registered.
  2. Are fewer hours registered? But did you attend more hours of a course?
    • Ask the school to inform DUO digitally about the hours.
    • If this does not work, as the school to complete the ‘Verklaring deelname cursus’ statement and send this with your application. This statement comes with the form.
  3. Complete the 'Aanvraag ontheffing aantoonbaar geleverde inspanningen' form.
  4. Send the form and the statement to DUO by post.
  5. DUO decides if you get dispensation. You will receive a notice within 8 weeks.

You have done a literacy course

  • You are required to integrate under the 2013 civic integration act ('Wet inburgering 2013').
  • Your  integration period  started at least 2.5 years ago.
  • You have attended at least 600 hours of a course.
    • At least 300 hours need to be a literacy course. The rest may be a course at level A2 (Dutch as a second language).
    • Only hours attended at school count, not hours you followed online.
  • Your school was listed on the website zoekinburgerschool.nl Link opent externe pagina when you started the course.

After the application: take a test

You must show what you have learned by taking a test. This test costs €150. DUO will send you a bill for the test. After you have paid, DUO will send you an invitation for the test. During the test DUO checks if you are able to learn the Dutch language. If you are able to learn the Dutch language, you will not get dispensation.

You need to participate actively during the test. If you don’t give any answers, you will not get dispensation either.

You have done praktijkonderwijs, VSO, or ISK

Conditions for young people

  • You are required to integrate under the 2013 civic integration act ('Wet inburgering 2013').
  • You have attended at least 600 hours of lessons in Dutch language and Knowledge of Dutch Society, in one of the following types of education:
    • Praktijkonderwijs (Practical education)
    • Voortgezet speciaal onderwijs (VSO, Secondary special needs education), with the exception of ‘uitstroomprofiel vervolgonderwijs’ (course completion profile further education)
    • Internationale schakelklas (ISK, International bridging programme), geared towards voortgezet speciaal onderwijs, praktijkonderwijs, work or integration.
    You can combine hours of different types of education. Are you still short of 600 hours? Then you can also count hours of courses followed at an integration school listed on the website zoekinburgerschool.nl Link opent externe pagina .
  • You have attended these lessons in the 2 years before this application.
  • If you were required to do so, you have completed the lessons concerning the participation statement (PVT) and signed it.
  • You have taken all exams at least 3 times. No more than 2 of these attempts can be at the Nt2 State exam.

Not taken all exams 3 times

If you haven't taken all exams at least 3 times, you can still apply for dispensation. You must then show what you have learned by taking a test. This test costs €150. DUO will send you a bill for the test. After you have paid, DUO will send you an invitation for the test.

During the test DUO checks if you are able to learn the Dutch language. If you are able to learn the Dutch language, you will not get dispensation . You need to participate actively during the test. If you don’t give any answers, you will not get dispensation either.

Apply

  1. Complete the 'Aanvraag ontheffing aantoonbaar geleverde inspanningen' form.
  2. Ask the school to complete the 'Verklaring onderwijstijd’ (statement of teaching time). This statement comes with the form.
  3. Send the form and the statement to DUO by post.
  4. DUO decides if you get dispensation. We will let you know within 8 weeks.

School does not exist anymore

Doesn’t the school exist any more? Send DUO all documents you have to show that you participated in the course. For instance the contract, invoices or proof of attended hours.

Extra time

Did you not attend enough hours to get dispensation? Or did you not take the exams often enough? Perhaps you can ask for extra time to integrate.

Naturalisation or stronger residence permit
